ISO 12944-9 QUALIFICATION

Hello,
To certify a coating system according to ISO 12944-9 must both the minimum requirements of Table 3 and the performance testing be met, or is passing the performance tests sufficient?
Thanks in advance for your help.

No - there is no use of the word "shall" to render the use of Table 3 mandatory. Very poor technical writing for a standard.
