Dear all, i have a question which is not concerned to this topic, in the weld join including many locations as base metal, HZA, weld metal, please tell me know which location is best hardness?

What as this to do with ASME? What is best hardness?
 
The highest hardness is within the base metal heat affected zone (HAZ) normally adjacent to the fusion zone of the weld.
 
there are two heat affected zone (HZA) are The HAZ of the cap and The HAZ of the root. which is better?
 
The cap would exhibit higher HAZ hardness because this is the last step before welding is completed. The weld root would be exposed to repeated heating cycles as the weld joint is filled and should have lower peak hardness.
