is simulated PWHT is mandatory?

hi, all,
we are purchasing a boiler from the manufacturer now. and it comes up with a tricky question.
it is about the steam drum, constructed of 13mnnimo5-4 .
design pressure:13MPa, design temperaure:300C
now owner mandated simulated PWHT of the material, which is not clarified prior to purchase order. so the boiler manufacturer want to see related clause in Code/standard/regulation.
is there any clause mentioning sPWHT in ASME BPVC I or other codes?
please comments.

Let the owner provide the PWHT cycle, the manufacturer might agree to do it at a cost, or maybe for free as a goodwill gesture.
