Is simulated heat treatment required for A350 LF2 in sour service

There is a concern raised from one the pressure vessel manufacturer, that the test coupon for the normalized material (A 350 FL2) shall undergo simulated heat treatment. As per my understanding, forgings are exempted from this requirement per section UG-11(a) and UCS-85 (e)(f) of ASME-VIII Div.-1. Vessel is in sour service.
 
Here is the excerpt from UCS-85

UCS-85(e) An exception to the requirements of (c)
above and UG-85 shall apply to standard items such as
described in UG-11(a). These may be subject to postweld
heat treatment with the vessel or vessel part without the
same treatment being required of the test specimens. This
exception shall not apply to specially designed cast or
wrought fittings.

UG-11 (a) lists preformed or prefabricated standard pressure parts.

So, I would agree that if the SA 350 LF2 material used in a standard pressure part which falls under UG-11(a), it would be exempt from having simulated heat treatment performed as for the vessel material. If this is not a standard pressure part, it would not be exempt.
