Is RCP Pipe Suitable for Water Retention

The length of the system dictates the flow line of the pipe to be at an elevation that causes the RCP pipe to hold water. Is this a problem?
 
there are other issues caused by standing water in storm drain pipes that you may want to consider besides just leakage through the joints - it may affect capacity, structural integrity, installation, O&M, health and safety.

I would recommend gaskets regardless if it has standing water or not.
