Is it possible to attach an additional plate to the outside of the annular plate?

I recently received an inquiry from a company asking if it is possible to attach an additional plate to the external protrusion of an outdoor tank annular plate.

Just as the critical zone inside the tank is important,I think that part is also important, so I'm going to answer that it's not,but I don't have enough evidence.

Does anyone know?

A drawing or sketch might avoid any confusion as to what you mean?
 
I can't see an issue with that so long as any weld is outside the HAZ of the shell to plate weld.

You mean It is possible when it comes to avoid HAZ of the shell?

The purpose of patch plate is cover the corroded annular plate.
 
It's never great to weld inside the HAZ of another weld if you can avoid it.

How corroded is the annular plate? Might be better to cut out the damaged bit and weld a replacement section in if its badly corroded.

They say loss of thickness is about 30% only outside.

We think patching that place is impossible but there is no evidence.
