Is "ASTM A 234 WP12" equal To "AISI 4140"?

No, it is not.

Chemically with Chromium and Molybdenum, they are close, but the big difference between the two is the amount of Carbon.

WP12: C = 0.05-0.20%
4140: C = 0.38-0.43%
