internal coating and/or lining for fire fighting pipes

I am not so familiar with NFPA codes;

Our Contractor is going to use C.S pipe (A 106 Gr.B) for our (aboveground and underground) firefighting network and he is requesting to exempt him from doing internal coating or lining?
I thought this should be depending on the fresh water (transported medium) contents (attached herein) but as I read in NFPA 24 section 10, any ferrous metal pipe must be internally lined unless its externally coated and wrapped and internally galvanized.
is it right or wrong, what you are idea about the exemption from internal pipe assignments

IMO, for the new or repairing underground piping, don't use CS pipe without internal coating or lining due to the potential microbiological induced corrosion issue (see attached link below). Instead, may consider the CS with cement lining or HDPE pipe.
Also, need to confirm the final design with the Owner and AHJ for approval.
