Interior partition loads - 5 psf or 10psf

Generally building codes such as the IBC require interior partitions to carry 5psf "Live load" which everyone assumes is really wind load of some kind. The wind load code requires a minimum load of 10psf (ASCE-07 6.1.4.2), which I have never assumed applied to a partition, say a butt glazed partition, though have had a certain individuals at the conservative end of the spectrum tell me that it should apply. Does it? Seems excessively conservative.

In Canada, the NBCC stipulates a 20 psf partition load. There is a bit of an out if the partitions are fixed then it's not applicable and a 5 psf or thereabouts load is adequate.
