Intercoolers for centrifugal chillers

Question for the refrigeration engineers.

I have a 1000-ton York water cooled centrifugal chiller at the plant. It is 1 shell (condenser and evaporator are in 1 shell). From the manufacturer's operation and maintenance manual it doesn't show or talk about an interstage cooler (Innercooler or Economizer) when refrigerant leaves the bottom part of the condenser (aka the subcooler) and enters the evaporator. Do all water cooled chillers have either an innercooler vessel or expansion valve? If not, please explain.
 
Condeser and evaporator are one? Strange. Interstage coolers are different stuff but check your configuration again.
