Interaction Diagram For Circular Spiral Column

I just wanted some confirmation on how I am interpreting an interaction diagram for a circular spiral concrete column. I figured out my Rn (x axis) and Kn (y axis) for a certain loading criteria and when I went to plot them they where located inside the minimum 1% line. Now I’m assuming this means that the column is oversized and the min steel I need to use in the vertical direction is 1% of the gross area? Also should I check the design with a stress strain distribution assuming 0.00200 for tension edge and -0.00300 on its compression edge or is this not required? The eccentricity is so minimal (less than 2.0).
