Integral Abutments

I have a question regarding the bars that are between the beams of an integal abutment- what are they really doing besides temp and shrink steel? THe rear face bars are design to take the passive earth pressure assumed simply supported between beams. Any movement of the beams is going to happen approximately the same with the deck so those bars really wont be any under stress?

I design the horizontal bars to accommodate the flexure of the integral abutment wall spanning between the beams, considering it as a continuous horizontal beam element. In the past, this continuity may have required more front face reinforcement than that needed for temperature and shrinkage alone. With the LRFD requirements for temperature and shrinkage, now I'm not so sure.
