Insulation on Steam Pipe for Distributionin Tunnel

Hopefully this will be easy.

I am working on specifications for steam pipe going through direct burial, shallow trench, and walk-on tunnel. One section is for fire/smoke rating.

A guide spec has been provided for both air conditioning and ventilation of HVAC systems under Division 23, and steam piping distribution. The guide has NFPA 90A for flame/smoke rating for Division 33, Steam Energy Distribution. The Div 23 guide has NFPA 90A for fire/smoke rating for AC and piping internal application. This is not applicable as it states it is not applicable, and the project would fit under the exceptions given under section 1.3.

Would NFPA 90A be applicable? Since flammable materials don't matter when buried in the dirt, not sure fire/smoke should even be a consideration. Should NFPA 520 be used?
 
"... Should NFPA 520 be used?" Read the scopes printed in each NFPA code for applicability.

Would you mind to point out which NFPA to go to? I've been reading all related paragraph 1.3, can find no reference for direct buried (is dirt flammable?), shallow concrete trench, and walk-in steam tunnel.
