Insulation between pipe supports

Client has asked to provide insulation between the pipe shoe support and foundation insert plate. If so which material is preferred neoprene or ptfe. And what is the friction factor in caesar II for such a case. Could you any reference guide for the same
 
The issue with the PTFE is that any guides or anchors / line stops can still short circuit the current, hence a neoprene wrap around the pipe before you clamp on the support is better.

Also you can get a zap from a CP voltage so beware.
