I suspect that English is not your first language. It that correct?

Now please state your job title and work assignment.

Example:
A. Piping Material Engineer - Inspection of purchased material (such as Pipe, Valves and fittings)
or
B. Piping Field Engineer - Inspection of field installed piping systems by a sub-contractor.

etc

These two titles and job assignments will have different answers to your question.

So what are you and what are you supposed to do?

Dear Pennpiper,
first thanks for your attention, you are right, English is not my first language and I excuse for my bad English, second I want to inspect of purchased material in the shop of factory,

1. You need to know and understand what the Purchase Order (PO) says. You cannot demand something that is not in the PO.

2. The PO should call for a specific item (Elbow) manufactured to a specific "Standard".
Example: ASME/ANSI B16.9 - 2001 - Factory-Made Wrought Steel Butt welding Fittings
This Standard covers overall dimensions, tolerances, ratings, testing, and markings for wrought factory-made butt welding fittings in sizes NPS 1/2 through 48 (DN 15 through 1200).

3. You need to know and understand what that "Standard says. Hopefully have a copy of it with you. Do not expect the vendor to supply you a copy.

4. You need to do random checks of the specific points defined in the PO and the "Standard"
Example:
- Item (as defined on the PO)
- size
- quantity
- overall dimensions
- tolerances
- ratings
- testing
- markings
- any special instructions called for in the PO

Also don't forget these:
- Paint or finish (Primer or color code for material or site location)
- Marking or Tagging (Identification)
- Packing (Normal or Ocean shipping)
- Shipping Address
- Shipping method

Dear Pennpiper,
thanks for your good answer, what about Piping Field Engineer ?

Piping Field Engineer is a different subject. Why don't you start a new post for this question.
And for others, be a little more descriptive on what you are asking about.
