Inspection openings according UG-46

Can a 1600 mm ID compressed air vessel (10 barg) subject to corrosion (3 mm) and fatigue be manufactured according BPVC Section VIII Division 1 without manhole, and consider as inspection openings according to UG-46, only the two flanged connections (200 mm ID) at the center of the two upper and lower heads?

Maybe......does your vessel shape or use make it impracticable to install a manhole?
