Inrush Current Research

Hello everyone.
I've been handed a research project by the company I work for and would love to either find web links to the following information, or, a few answers here or there. So, here goes:

1) What causes inrush current?
2) How can inrush current be moderated?
3) What calculations are available for estimating inrush
current in a product?
4) What is the average timespan of an inrush surge?

I'm not sure how helpful this will be, but the majority of the products we will be developing this report for are power supplies, solid state devices (w/o capacitors), and various other PLC networking and communication systems.
