We are proposing to use concrete box culverts for inline detention beneath the streets. Does anyone know of a product or method of closing off/sealing the upstream ends of the boxes? I found a company in Canada that manufactures plugs, but they only deal in metric sizes. I've been unable to get satisfactory results from American manufacturers.

Presuming these are pre-cast units, have you discussed with the supplier. Many can custom fabricate the end section you need.
 
What exactly have you found 'unsatisfactory' about sources within the US? It sounds like you need regular old RCP plugs, which are readily available.

This also sounds like a means & methods problem for the contractor to solve. Direct them that the pipe needs to be plugged and let them figure it out.
