Injection Point Piping Circuit (API 570)

Hi all,
Would someone explain me about Injection Point Piping Circuit based on API 570? I still don't understand how to set the point for injection circuit. How to apply the 12" or 3D limit (wichever is greater) as in API 570

This is the upstream delineation point of the injection circuit. What is diffcult about calculating 3 times pipe diameter and working out whether it exceeds 12 inches or not?
