Industrial Bldg Requirement

I've been trying to confirm whether or not a 400 sq ft un-manned water tank building would require fire alarm or sprinkling systems? SBCCI (georgia) does not seem to require. Its a 1 story, ground level bldg with a man door and 10ft overhead door, exhaust fan, and evaporator skid. Any ideas?
 
My opinion is that if the water tank building is constructed of non-combustible materials, containing non-combustible machinery/equipment, and does not represent an exposure to other important building areas, then automatic sprinker protection would not seem warranted (nor cost effective for such a small building). Perhaps only some form of passive fire detection would be necessary, with the alarm being transmitted to a constantly attended location/alarm company. Hope this helps.
