I've worked for 31 years for two large companies. They each required an independent review for relief sizing scenarios and calculations. Since large companies tend to have an "expert" who takes in all the technical knowlege on a subject and then writes manuals or procedures for the masses to follow, I'm not familiar with every aspect of the applicatble Code. I was wondering, does ASME or API require an independent review?

I too am not an expert.
No one every seriously made safety valve reviews prior to the mid-1990'.
This corresponds to start of the OSHA Process Safety Management regulations.
From my experience, the review does not have to be independent - although most are independent.
 
There is no requirement in ASME (the Code) or API (the standard) that a review of the scenarios and calculations, internal or external, need to be performed. It only makes good engineering sense to do so as you would for any set of design calculations. A company will go "outside" only if they don't have anyone internal who knows enough to review the stuff or have the time.

And, to get picky, API can't require you to do anything anyways since they are not law. API only tells you how to meet the requirements of Code, which is law for the most part.
 
They don't require an independent review, but most companies, my employer included, will do it in scenarios where we are trying to distribute risk and liability.
