in general, gage nominal sizes

When setting up inspection GO/NO-GO gages, what should the nominal size be. I understand GO is + tolerance and NO-GO is minus tolerance when checking internal product threads for instance. In the case of a odd shaped recess (like a keypad recess in a plastic housing) where you want to use GO/NO-GO gages for the checking the profile. Do you always keep the gage limits, for both GO and NO-GO, within the product limits when applying gagemakers' tolerances? I've read rules of thumb: do NOT exceed 10% of the product tolerance.
Are there standard rules for choosing the nominal size for something like a product recess profile gage?
