can the planes in a imported surface be relocated. If so then how?

Can you elaborate your question? Is the imported surface a "dumb" surface body, or is it a native surface body in SW? Also, you say "Planes", do you mean true SolidWorks planes, or do you mean actual surface segment? When you import a "dumb" surface body, you won't be able to see the planes.

You should be able to use the Move/Copy Bodies tool in SW to move the surface where you want it to be (in Features toolbar--you'll probably have to add it to your default tool bar to see it).

Reality is no respecter of good intentions.
 
You cannot move the planes ... but you should be able to move/relocate the surface using the Copy/Move function.
