Imported Catia V5 R20 file opens empty with NO error

Hello,
Can you please advise any remedy on a very old version of Catia (V5 R20).
We imported an stp file but opens up empty. We turned on ST1 on licensing and nothing changes.
Any insight please?

Have you opened the file in another program to verify that the problem is not with the STEP file?
