Import dxf graphics into solidworks drawings.

I am trying to import legacy data (to create a 2D drawing only)from another cad system using a DXF file. I start by opening a drawing template in solidworks, change sheet scale to desired scale for drawing then insert the DXF drawing. It comes in at a 1:1 scale. I then explode the block and then try to change view scale to desired scale.
(It happens to be 1:96). When I do the view scale seems to only change slightly. Am I doing something wrong with the import? Sorry for the question but am new at Solidworks and am trying to move some data from older system to Solidworks. Thanks.
 
When importing a DXF into SW, the menu that you get before the file is completely opened is where you adjust the scale "Geometry Scaling". Adjusting the scale of the SW template before or after you import the DXF isn't going to make a difference.

File\Open\DXF - SW Drawing - Menu pops up pick your choices, click next, Pick your scale (you get a preview box to help) finish your choices, click finish.
