Impedance of a damper or damping rate?

Hi,I'm encountering a problem. I'm studying a paper in which a dissipation-free plate is considered.There is a viscous damper and the damping rate is 100 Ns/m.Now there is the problem, because suddenly the author considers the impedance of the damper.My question is: are the impedance of the damper and the damping rate the same quantities or are they different??Please help me to understand Thank you very much...
