Impact test requirement of API 650 tank

As I understand, impact test requirements for materials are governed by fig 4-1a unless purchaser has specified the impact test for all thicknesses.
I am using group III materials for my tank design. With MDMT -29 C the maximum thickness I can use without impact test is ~21mm. Is there any other requirements in API 650 I have overlooked?

Help me understand better....
