What is the conversion from Charpy U values to Charpy V values or vise versa
?

I do not think you can have conversion

There are no general conversions. You would need to develop your own for specific materials and strengths.

Why is the K preceding the KCV and KCU? Is it a normal notation? I have come accross this notation in the past and it was not clear to me why K CV term is used when Impact test is refered?

K is the common abbreviation for a fracture toughness parameter. For example, K1c, K1d, K1scc, etc. With the exception of J which is used when doing elastic-platic toughness characterization.
