If different flow rates of NFPA 15 and API 2510 can use a same tank?

There is one of my projects to design a deluge system on a propane sphere tank.
Because of water source shortage, I am wondering if can use both NFPA 15 (0.25 gpm/ft^2) for the lower hemisphere and API 2510 (0.1 gpm/ft^2) for the upper hemisphere.
 
I think using a number of water density to design could lead you to a tight design. The code requires a minimum density value, in my opinion the water density is a parameter to start, but in actual conditions you tend to use more water on spray systems (overlap, wind effect, etc.)
