Enclosure manufacturers may have published info in their application/catalog data. Otherwise, unfortunately, your only likely solution is to buy the standard outright. If you specify or reference a standard, you have to know its content.
In the future, it may be possible to specify inclusion of standards text in submittal documents. Costs have to be budgeted, including those of standards procurement.

You should refer to IEC 529, however my understanding is that you don’t have access to the standards, so I'll try to give you a brief description for the subject, however you should find a way to buy the standard.
IP54
The first catachrestic numeral (5) means Dust protected i.e. ingress of dust is not totally prevented but dust shall not penetrate in a quantity to interfere with satisfactory operation of apparatus or impair safety.
The test is made using a dust chamber incorporating powder-circulating pump to maintain talcum powder suspension in a closed test chamber. There is certain amount of talcum powder that should be used and be able to pass through certain mesh mentioned in the standard, also there are two categories for the tested enclosure:
- Cat. 1 where the normal working cycle of the equipment causes reductions in air pressure within the enclosure below that of the surrounding air, e.g. due to thermal; cycling effects.
- Cat 2 where no pressure difference relative to the surrounding air is present.
The second catachrestic numeral (4) means Protected against splashing water i.e. water splashing against the enclosure from any direction shall have no harmful effect.
The test is made by spraying the enclosure from all practicable directions with a stream of water from a standard test nozzle. There are certain conditions related to the diameter of the nozzle, water delivery rate and pressure, duration, distance from nozzle etc.. mentioned in the standard, which should be observed.

First, I would like to mention that IEC 523 was renumbered by IEC 60523.
Second, the acceptance conditions in the standard are general and applied on all the tests for the second characteristic numeral (from 0 to 8). The answer to your question is yes, water may be allowed to enter the enclosure.
However, in general, if any water entered, it shall not:
- be sufficient to interfere with the correct operation of the equipment or impair safety;
- deposit on insulation parts where it could lead to tracking along the creepage distance;
- reach live parts or windings not designed to operate when wet;
- accumulate near the cable end or enter the cable if any.
There are also conditions for enclosures with/without drain holes, which you should read it in the standard if it is applicable to your case.
