According to an IEEE paper that compares ANSI and IEC BIL test procedure, it was stated that "The IEC impulse voltage test requires that 15 impulses of a standard 1.2/50us voltage wave be repeated with a maximum of two disruptive discharges across self-restoring insulation and no disruptive discharges across non-self restoring insulation."

My question, what polarity of the impulses be for IEC standard?

Any feedback would be appreciated. Thanks.

Look at IEC 60071-1: 1993 (the most current edition). Section 5.1 states "All impulse withstand voltages shall be verified for both polarities....". There's more, so may be worth buying.

Comment: It may also come with the impulse generator. Contact the tech support.
