IEC 60909 'Method C'

Can anyone enlighten me as to the basis for Method C for the calculation of X/R ratios in IEC 60909.Also if you could demonstrate the application of method C in a calculation.The standard itself is quite vague: no indication is given as to how to calculate the Zc, equivalent impedance at the assumed frequency fc. Is 20 Hz the standard assumption for a 50 Hz system, and if so, why?
Any help would be greatly appreciated.
