Ideas for extraction of ufer ground

I'm needing advice on the best method of removing a 20ft long 3in diameter rod that's in rocky soil and about ten ft of bedrock(basalt). It's inside of a concrete structure, two ft of concrete has been removed from around it, and it and the structure is around 75yrs old. Any ideas of the best method? I was thinking a tightly strapped concrete vibrator and an 8:1 block and tackle with maybe a heavy duty come along? Limited space for large equipment. Hazardous roads limit size of vehicles as well.
 
Rock drill bit used for geological surveys with a hollow shaft. I don’t think you’ll pull it out. Maybe try heating it up, being a good conductor it should help expand and make break the bond.
