ice loads on horizontal pipe above roof

When figuring the ice load on a pipe that is running horizontaly over a flat roof sould the z elevation be taken from grade or the top of the roof?
 
Please provide a sketch of your problem, and of your variable z. As phrased, it can not be accurately answered.
 
Since the definition for z = height above ground in ft, I would use 32' and not 2'.
