I am helping a building owner repair a commercial pre-fabricated building that was damaged due to a fire. We had an engineer look at the building and they called for one beam and a couple awning columns to be replaced. They said the foundation and the rest of the structure was OK to be reused.
We had a complete structural design package done. Everything is to be replaced in kind and it conforms to the 2021 IBC adobted by the city.
The city is now asking for soil reports for the foundation design, which we did not do. Is it common for soil reports to be done when repairing buildings without repairing the foundation and is there something we need to include in our submittal to the city to avoid the soil testing?
