IBC Filling Stand

Hello friends,

I need to fill EXACT weight in many 1000L plastic tanks (IBC). To do it I need to pump from one IBC into another. I have a pump to do that, but I have to control the filling. SO I was thinking about a movable filling post (submerged into a concrete bucket/cut drum). The height(H) is about 1.4m from the floor and the length of the "Filling arm" about 1.2m(L)2'' pipe.
I made a drawing, hope the general idea is clear.

what should we the weight of the concrete to make this thing stable?
