IBC Existing Building Code "High Seismic Zone"?

The IBC Existing Building Code uses the term "in high seismic zones...". I connot find a definition for that in either the existing building code or the main IBC. What am I missing? Thanks.
 
I called IBC. They said it was a left over historical reference. Maybe now they will revise in the 09 edition.
 
If what msucog says ("US Hazards By Lat/Long", thread487-198381) is in fact the case, then this "historical reference" reason may be merely a case of saving face here. It will be interesting to see what happens. Really, how important is public safety to the IBC?
