From what I have read, when you use a deflection criteria for live load deflection to be less than L/360, IBC2000 requires you to use L/240 as the total load criterion. I know for IBC2003 this is true. I was wondering if IBC 2000 also mandates this combination or can we use L/360 and L/180 instead?

Yes.
When deciding deflection criteria, consider what is attached to the member that is deflecting and what use the the member serves.
