IBC 2 Story Wood Frame with Brick Veneer

With reference to pages 553 and 557 in the IBC 2000 Code. Would a Masonry Block Shear Wall 1st Level and then the above 2 stories of Wood Frame with Brick Veneer be allowed, provided the the structural analysis was OK ?? It's clear that a 3 story wood frame and brick veneer is now not allowed as it's to "flexible". BOCA is no longer in effect in NJ but would of allowed this condition as it was previously exempted as a R-3 Use Group.

It looks okay. I think you had better detail your wall base joints and vertical control joints carefully to accomodate the movement.
