IBC 1607.9 >100psf Live Load Reduction

IBC 1607.9 paraphrased:

Live loads greater than 100 psf cannot be reduced, except that live loads for members supporting two or more floors may be reduced by as much as 20 percent. Would the 20% reduction apply to column bases and foundations in a two story building, i.e., roof counts as a floor?

No. A roof is not a floor, unless it is.

Unless your "roof" is occupied and designed as such, I don't see how you can count it as a floor for the reduction.

I agree. If the roof is a roof then it doesn't count for LL reduction area

Thanks all, the consensus is clear.

I can see that a roof level does not meet the floor definition with typical occupant or floor usage loads, unless it is, of course used and specified as a floor. Two or more floors would then define a 3 or more story building with an unoccupied roof.
