Building the tower won't be a problem, since money is not a problem but would it be ever fully utilized? I believe Burj Khalifa is still mostly unoccupied plus they have been having some elevator problems there.

I saw Burj Khalifa a couple years back when I was travelling thru UAE, it looked odd standing all by itself.
