I need a small ( ~10000BTU) AC unit I can mount on top of locomotive crane for cooling cab.

Need a bit more info about your application. Can the unit have an engine driven compressor? Or must it be driven only by the electrics of the vehicle? If electrically driven, what voltages are available, some locomotives can have several hundred volts available.

There are units made for locomotive cabs, although locomotive cabs these days are likely larger than your crane cab. Or maybe not.

There are units made for Light Rail Vehicle Cabs.

Dedicated, purpose built units for such things are expensive.

So often times RV units are used, because they are cheap. With the understanding that it's a throw-away when it fails.

A lot of RV units are 110/120volt units that only run when the RV is parked. Other units " Truck Cab units" have a compressor on the Vehicle, and can only run when the main motor is running. Other units use phase change material that store " Cold" when the vehicle is running then give that up when the vehicle is stationary. Yet other systems use 12 or 24 volt compressors, however these have a high current draw and are hard on batteries if alternators or generators are not running.
You need to refine your choices.

About contacting the locomotive crane manufacturer. I know for a fact that crane AC units are available because we were at one time looking for such units for our overhead crane cabs in our heavy structural steel fabrication shop. You indicated AC unit but you did not state the voltage available in your cab. If you draw a blank, use the internet.
