No way to tell from one photo.
Even if its not load bearing, its probably holding up the top part of the wall....
Some physical investigations will be required by the expert.

Having gone through a similar exercise, you either need to get the original drawings or remove drywall to know for sure, assuming you have no access to the topside of the wall because it's the bottom of the second floor.
Even then, you might find, say, plumbing inside that wall that makes it impractical to transplant the plumbing to accommodate the design desire; also BTDT.

Judging from the spans to the right and left, it appears it could be. Framing could be 2x4 studs which was common for bearing walls. Is there a telepost in the basement?

One possibility would be to run something like a Walabot over the wall and see what's what. Our load bearing wall had 4x4 posts. Might save from having to tear off drywall.

Before anyone comes they will probably ask you the following questions / ask for
What is the wall made of?
Does it sound "solid" or is it "hollow" in places?
What is directly above it / do you have dimensioned floor plans?
What is underneath it?
Do you know and can you find out where the floor above beams go relative to this wall (in line or at 90 degrees?)
Do you want to leave part of it there or completely remove it?
Are there any services (pipes, cables, switches, sockets) in any part of the wall you want to remove?
It has all the hall marks of a simple dividing non structural wall, but you need someone to look at it to avoid a very expensive mistake.
And that's not your local builder....
