It is necessary to remove the instrument valves such as
SDV & BDV during piping hydrotest.

SDV & BDV during piping hydrotest? In other words, do u foresee any technical problem in cas one wishes to remove the shutdown/blowdown valves during the operation of hydrotesting.
 
no such recommendations are made in the reference codes for piping hydrotesting, refer ASME 31.4 or API RP 1110. hence, it will be better to have the valves while hydrotesting.
