Are you testing a few of these or hundreds?
You have the pertinent sections of the Code, don't you?
What part of the Code are you trying to meet?
Is this 8" OD or 8pipe?
In general you need:
An approved procedure
Clean water (no Cl, low TDS)
End caps/plugs rated to the pressure
The ability to fill the pipe while assuring all air is removed
Pump up to needed pressure
Isolate from pressure source and monitor pressure decay for the required time
Release/drain valve and way to capture and reuse water (as long as it is still clean)
A way to dry the pipe sections

my target is to make a technical plan. to submit with documents,
I did not look yet for any standards, I wanted first to have an idea on how such a project is approached by professionals in this field as far as standards goes,
first time doing this, I'm not sure where to start,

Why are you even doing this though? For something like this just employ a test house or testing company who have all the equipment and procedures and the they give them to you. Far cheaper than making something.
The other things missing form the list though is temperature measurement (especially if the test is for more than a few minutes) and pressure relief to avoid over pressurising your test piece accidentally.
But 8" diamter tubing?? That sounds very big for "tubing"
