Hydrostatic test for a new storage tank

I don´t find in API 650 if it is a requirement to perform hydrostatic test (filling the tank with water) to warrant that a tank is leak free.

We don´t have enough water so we want to know alternatives to check the tank.

We are talking about a AST, for storage of bunker-c cylindrical, Diam 30m, 12m height. Fixed cone roof.
