Hydrogen Charging Service?

I am looking for a definition of 'hydrogen charging service', which is mentioned in API 579 related to the assessment of blisters and laminations in pressurized components. Can anybody provide me a definition?

The only thing that I have found was the following quote from AEF on a discussion thread related to Hydrogen Bakeout:
"First, is the process actually hydrogen service, > 690 kpa H2 partial pressure, and was the vessel or boot stress relieved for service requirements?"

Is the 10 kPa hydrogen partial pressure in a defined term?
 
Wet H2S is a hydrogen charging service, as is any service with free hydrogen. Talk to your process engineers and your metallurgist - they will confirm whether or not yoru service is hydrogen-charging. Of course, it should be a default that you would involve these individuals in the course of any FFS evaluation.
