Hydro test for U-stamp vessel

Dear All,
I have a question about hydro test.
Is it allowed that hydro test (UG-99)be performed outside the location of Manufacturer's ASME certificate?
Is it allowed that proof test (UG-101)be performed outside the location of Manufacturer's ASME certificate?
