I am trying to find any standards specifying the minimum outside diameter for an idler hub (no brakes) based on bolt pattern, load rating, etc. By outside diameter I am refering to the wheel mating surface, not the wheel pilot.
Any ideas on where to look beside the Tire and Rim Assoc?
 
I can't give you an EXACT standard to follow, but usually a wheel's mounting surface is smaller (an inch maybe) than the wheel mounting surface on the hub. This includes maximum diameter of the wheel mounting surface & minimum diameter of the hub's wheel mounting surface.

In light automotive practice the hub, outside of the bolt surfaces and the centre spigot, provides no function so far as load transfer.

So those other dimesnions are fairly arbitrary.
