The 1' clearance min. to the bottom of the tree leaves open the possibility of having a bare trunk. [santa2]

Aesur - rather than criticize the design, try sending an RFI requesting clarification of ornament placement. If you had, you might have found out that any eccentricities are are accounted for in the design of the stand and aggregate base and that ornament placement can be safely coordinated with the owner without the involvement of the engineer.

Putting up a Christmas tree is a fun and festive holiday tradition that many people enjoy. Here are some steps you can follow to put up a Christmas tree:

Add ornaments: Now it's time to decorate your tree! Start by hanging any larger ornaments or decorations, and then fill in with more miniature ornaments. You can hang ornaments using hooks or ribbon.

no, we have to start with a proposal that will described all the pertinent features of the project, of the "Christmas Tree".
Then, we'll need to interview all the stakeholders to ensure that the people using the "tree" use it effectively and completely satisfy their goals.
We'll need to employ a small subterfuge in that we won't be able to interview on of the main users ("Saint Nick"), but we understand that there is a delegated (or possible de facto delegated) representative.
I would lay aside about 6 months for the interview process.
The budget will be to be agreed at the Finance committee, with enough time to purchase the long lead items.
The workforce will need to be assigned, unless it falls to "the one who always gets things done", with the potential for disturbance throughout the holiday season.
But nice recycling of the halloween garden ornaments.
